NGAUS History: 11 May 2007
The Federal Tort Claims Act (FTCA) was a personal battle for Retired Col. William Blatt, NGAUS general counsel. After the act became public law in 1981, retired Maj. Gen. Edward R. Fry, NGAUS president, presented Colonel Blatt with a signed copy. General Fry noted that without Colonel Blatt’s dedication and commitment, FTCA might still be in Congress awaiting action. Colonel Blatt hailed Rep. Sonny Montgomery, D-Miss., for his efforts to bring legislation forward. The bill was opposed by the Office of Management and Budget (OMB). After Mr. Montgomery contacted the White House, OMB cancelled its opposition and FTCA was brought forward.
